Abstract
Cet article porte sur la « paradiplomatie identitaire » qui diffère de la protodiplomatie, car l’objectif des entrepreneurs identitaires n’est pas la réalisation de l’indépendance politique, mais la recherche à l’international de ressources (symboliques et matérielles) qui leur font défaut à l’interne. Cet article, en plus d’expliquer les motivations des entrepreneurs identitaires dans le développement d’une paradiplomatie identitaire, invalide la thèse selon laquelle tout partage des rôles en politique étrangère avec des nations subétatiques se solderait automatiquement par une escalade des conflits. Contrairement à ce que l’on affirme trop souvent, les revendications nationalistes sont négociables et peuvent faire l’objet de compromis. Les cas d’études sont le Québec, la Catalogne et la Flandre.
