Absorption bands corresponding to the crystal-field excitations in ${\mathrm{Pr}}_{1.05}{\mathrm{Ba}}_{1.88}{\mathrm{Cu}}_{2.39}{\mathrm{Al}}_{0.34}{\mathrm{O}}_{6+y}$ and ${\mathrm{Pr}}_{0.93}{\mathrm{Ba}}_{1.93}{\mathrm{Sr}}_{0.13}{\mathrm{Mg}}_{0.05}{\mathrm{Cu}}_{2.74}{\mathrm{O}}_{6+y}$ (where $y\ensuremath{\sim}0)$ have been observed by Raman scattering and infrared transmission spectroscopy. These excitations are assigned to transitions occurring from the two lowest-energy levels of the ${}^{3}{H}_{4}$ multiplet to the excited multiplets ${}^{3}{H}_{5},$ ${}^{3}{H}_{6},$ ${}^{3}{F}_{2},$ and ${}^{3}{F}_{3}$ of ${\mathrm{Pr}}^{3+}$ ions located in their ${D}_{4h}$-symmetry sites. The spectra exhibit additional bands consistent with the presence of ${\mathrm{Pr}}^{3+}$ ions in the ${C}_{4v}$-symmetry Ba sites, as well as various defects associated with disorder. This analysis confirms that the phenomenological crystal-field parameters follow the trends reported in ${\mathrm{NdBa}}_{2}{\mathrm{Cu}}_{3}{\mathrm{O}}_{6}$ and ${\mathrm{SmBa}}_{2}{\mathrm{Cu}}_{3}{\mathrm{O}}_{6}.$ A spectral splitting of the ${\ensuremath{\Gamma}}_{5}$ levels is observed at low temperature and indicates Pr-Cu exchange interaction. Al doping results in the expected inversion of the ${\ensuremath{\Gamma}}_{5}\ensuremath{-}{\ensuremath{\Gamma}}_{1}$ symmetry sequence of the quasitriplet ground state, in accordance with the magnetic-susceptibility anisotropy measurements.
