Abstract
Par un processus lent, le pouvoir fédéral s'est arrogé, depuis le début du siècle, une zone couvrant la région de la capitale canadienne. Cette politique pose un problème d'intégrité territoriale pour le Québec. La Commission de la Capitale Nationale est un organisme doté de pouvoirs territoriaux extrêmement étendus. C'est un gouvernement métropolitain fonctionnant comme un district fédéral déguisé. La CCN crée une rupture dans la continuité régionale québécoise. Les problèmes actuels de la CCN sont une excellente illustration du principe de Gottmann ou loi de l'obsolescence politico-territoriale. Par un grignotage spatial, subtil et silencieux, la CCN apparaît comme une municipalité fédérale à la cartographie en peau de léopard dans l'espace provincial; elle illustre de plus, la dichotomie territoriale des États fédéraux.
