Les terres de la steppe algérienne subissent un processus de dégradation continue auquel ont contribué le surpâturage et une agriculture inadaptée. L’altération du milieu naturel (affectant à la fois les terres privées et les terres communes), par les comportements des agents économiques, est favorisée par une carence de l’information et des institutions existantes. La politique environnementale mise en œuvre par l’État est apparue inefficace. Il nous apparait qu'un usage écologiquement viable des terres communes exige leur cogestion associant État et communautés.
