Les auteurs s'interrogent sur le sens de la procédure québécoise d'étude d'impact à partir de quelques projets d'Hydro-Québec. Dans le règlement concernant l'évaluation et l'examen des impacts sur l'environnement, les exigences quant au contenu de l'étude d'impact sont minimales : celui-ci semble plutôt spécifié par l'interaction des différents acteurs à travers les étapes prescrites et par l'apprentissage acquis au fil des projets. La procédure donne donc lieu à une spécification des projets, à un questionnement de leurs composantes mais surtout à l'élaboration de leurs conditions d'insertion dans l'environnement. Si l'objectif avoué de la procédure est de tester la « faisabilité sociale » des projets, celle-ci est rarement abordée directement. À un premier niveau, la procédure en serait davantage une d'implantation que de planification. Or, à un second niveau, elle doit plutôt s'interpréter à la lumière du rapport paradoxal qu'entretiennent la planification traditionnelle et la planification environnementale.
