Abstract
Les annes 1970 ont t l'occasion d'une remise en question en profondeur des acquis de la thorie du dveloppement. La communaut scientifique prenait alors conscience des rsultats mitigs de la politique publique concerne non seulement par la lutte contre les disparits spatiales, mais aussi par des impulsions planifies qui devaient amorcer le dcollage conomique de nombreux pays et territoires. Les constats d'chec de plus en plus nombreux rvlaient que le processus cumulatif du sous-dveloppement affligeait de nombreux territoires pourtant exportateurs de matire premire, tandis que d'autres territoires beaucoup moins bien dots bnficiaient d'un taux plus ou moins lev de dveloppement conomique, social et culturel.
