La question de la transition énergétique se pose désormais à des échelles régionale et locale alors que le problème de l’approvisionnement et du transport de l’énergie est resté jusqu’à récemment une responsabilité nationale dans la plupart des pays. Elle implique de reconsidérer les rapports entre production et consommation d’énergie tout en évaluant les potentiels de production et de mise en œuvre des énergies renouvelables et de l’efficacité énergétique. Le territoire est en ce sens une instance déterminante de réflexion, sans que l’on puisse répondre d’emblée à la question de sa granularité (départements, bassins de vie, communautés de communes, autres échelles). Si la localisation des ressources énergétiques renouvelables induit une forte proximité avec les lieux de consommation, elle pose par contre la question du niveau d’adéquation optimal de l’organisation territoriale de leur exploitation. Cet article propose d’analyser la question de la territorialisation de la transition énergétique sous l’angle des productions d’énergie renouvelable actuelles et potentielles, et des consommations d’énergie dans la région française de Provence-Alpes-Côte d’Azur (PACA).
