Abstract
Dans leur parc locatif, les organismes HLM sont soumis à des dégradations qui constituent pour eux une énigme et occasionnent des difficultés de gestion. Ces organismes sont effectivement très nombreux à avoir développé des politiques de qualité de service qui se sont traduites par d’importants efforts en matière d’organisation (notamment la formalisation de process) . Les dégradations s’analysent comme des actes qui désorganisent cet effort d’organisation et obligent les personnels de terrain à improviser des réponses, à côté ou en dehors de lui. Elles révèlent aussi le fait que certains locataires ne sont pas spontanément intéressés par la qualité de service ou, tout du moins, interrogent la capacité des enquêtes de satisfaction à saisir la complexité du rapport de ces derniers à la qualité.
