Certains enfants, adolescents et jeunes adultes socialement vulnérables présentent une déviance comportementale à l’école et une difficulté à entrer dans les apprentissages. Leurs difficultés familiales et scolaires étant interprétées sur le plan de la santé mentale, ils sont orientés vers des Instituts thérapeutiques, éducatifs et pédagogiques (ITEP) dont le fonctionnement peut être comparé à celui d’une « institution totale ». Nous faisons alors l’hypothèse que les critères qui légitiment l’orientation en ITEP d’un jeune sont construits de telle manière qu’ils permettent de répondre à une nécessité politique de contrôle social d’une population considérée comme socialement et juridiquement à risque.
