Ce numéro de Recherches sociographiques porte sur un thème malheureusement négligé dans l'étude de nos sociétés actuelles. Si l'inventaire de Germain Julien et Denys Trudel, présenté à la fin du numéro, s'était étendu à ce thème, il aurait montré que la recherche sur la communication entre les administrations et leurs publics est à peu près inexistante. Cette situation n'est pas propre au Québec. Partout à travers le monde le domaine de la communication et plus largement des relations entre les administrations et leurs publics a été relativement peu étudié. Même les Américains, dont les armées de chercheurs touchent à tout ou presque, reconnaissent aujourd'hui cette carence. Au début d'un ouvrage récent, on lit ceci : « There is a vast and profound neglect of the perceptions, experiences, and reactions of the people who themselves are supposedly being served. » Comme l'indique cette citation, c'est surtout le point de vue des administrés ou des publics qui a été peu étudié. Une littérature scientifique un peu plus abondante existe sur le point de vue et les problèmes des administrations, dans leurs relations avec les publics. L'ouvrage de Peter M. Blau demeure exemplaire à cet égard. Mais sur le point de vue et les problèmes des administrés les titres sont peu nombreux. Et parmi ces travaux aucun n'a porté spécifiquement sur la communication entre les administrations et leurs publics. Nous explorerons donc dans ce numéro un champ tout neuf.
