Abstract
La transparence et la reddition des comptes sont, en France, des exigences constitutionnelles, mais rencontrent cependant des difficultés à rentrer dans les mœurs. Deux problèmes essentiels semblent se poser. D’une part les solutions imaginées sont essentiellement d’ordre institutionnel et juridique, le plus souvent superficielles et inefficaces; en témoignent les expériences récentes concernant la responsabilité des gouvernants ou les difficultés à mettre sérieusement en pratique les procédés de contrôle et d’évaluation de la gestion publique. D’autre part une grande partie du pouvoir tend à s’évaporer hors des institutions traditionnelles (Europe, médias, associations, société civile, juges...) de telle sorte que les remèdes élaborés manquent leur cible. On rencontre ainsi un double problème d’efficacité et d’imputabilité dont certains aspects sont propres au régime français mais d’autres, plus généraux, semblent inhérents à la postmodernité.
