Abstract
Résumé L’indépendance du Congo en juin 1960 est suivie d’une mutinerie de l’armée et de la sécession de la riche province du Katanga. Sous prétexte de protéger ses citoyens et d’assurer l’ordre public, la Belgique envahit son ex-colonie. Le Congo sollicite l’aide de l’ onu , laquelle autorise la première opération de maintien de paix en Afrique. De son côté, la cee souhaite poursuivre la coopération avec le nouvel État afin de se l’associer. Toutefois, la France, en quête d’une formule pour la réalisation de ses objectifs, émet des réserves à l’égard de ces interventions multilatérales, perçues comme supra étatiques et dangereuses pour les puissances coloniales, alors que se poursuit la guerre en Algérie. Plutôt qu’un conflit international, la France qualifie la situation congolaise de conflit intérieur entre Lumumba et Tshombé. Elle mise sur l’établissement de relations bilatérales avec le Congo, perspective dont le résultat sera mitigé.
