Abstract
Le programme d'aide aux Inuit pour leurs activités de chasse, de pêche et de piégeage présente une caractéristique unique par rapport aux innombrables plans gouvernementaux qui s'adressent aux autochtones de l'Arctique québécois: il est le seul à laisser aux communautés locales une aussi vaste latitude dans l'utilisation des subventions provinciales. Un examen conduit à deux conclusions. Premièrement, parce que la collectivité dispose depuis vingt ans d'une marge d'autonomie exceptionnelle dans l'implantation du programme, elle a pu le subordonner à des normes d'action sociale qui respectent au moins partiellement son identité ; mais, deuxièmement, parce que le programme est une création de l'État, les décisions mêmes extrêmement décentralisées trahissent une intégration fondamentale de phénomènes régulateurs de l'action qui dominent la société québécoise en général et qui concourent en même temps à marquer l'identité des Inuit du Grand Nord.
