Qu’est-ce que la télématique automobile (TA) ? C’est l’ensemble des dispositifs qui rendent une voiture communicante et interactive. Plus précisément, c’est l’ensemble des services de nature (ou d’origine) informatique pouvant être fournis aux automobilistes à travers un réseau de télécommunications. C’est un Eldorado, vers lequel se sont précipités constructeurs automobiles, opérateurs télécoms, équipementiers, sociétés informatiques, firmes multimédia et spécialistes de la navigation. Mais, pour Gilles Garel, la TA relève du mythe, à bien des égards. De nombreux projets ont échoué et le système actuellement le plus utilisé (OnStar, de General Motors) ne constitue pas forcément un modèle à imiter. D’ailleurs, il ne l’a pas été. Est-ce parce que la TA relève de trois univers différents et historiquement découplés : les constructeurs automobiles, les opérateurs de télécommunications et les fournisseurs de contenus ? L’hypothèse de l’auteur est que la TA échappe aux stratégies compétitives traditionnelles, dans lesquelles une grosse entreprise cherche à s’imposer seule. L’émergence d’un modèle efficace nécessite une stratégie coopérative et une gouvernance distribuée entre tous les acteurs concernés. Faute de quoi, l’offre de services télématiques restera en-deçà de ce que les technologies permettent de réaliser.
