En Afrique de l’Ouest comme ailleurs, un élément essentiel de toute démarche sérieuse de développement durable se trouve dans la maîtrise humaine des ressources en eau. Or, dans la région, cela signifie l’exploitation de ressources largement transfrontalières par nature. Conséquemment, les conflits hydriques internationaux peuvent y être compris comme un obstacle au développement durable et un certain niveau de coopération régionale considéré nécessaire à ce développement. Pour bien saisir cette dynamique, un niveau d’analyse supérieur au niveau usuel du bassin versant peut être requis; le concept de « complexe hydropolitique » est donc proposé à cette fin.
