Abstract
Cet article remet en question l’assomption selon laquelle les politiques de sécurité seraient le produit d’un équilibrage entre liberté et sécurité. S’inspirant des théories constructivistes et cognitives des politiques publiques, il montre, par une analyse de débats sur plusieurs lois votées par le Parlement israélien, que ces dernières sont avant tout le reflet et le résultat d’un conflit entre différents référentiels de régime. Déconstruire les politiques de sécurité de cette manière permet d’aller au-delà de la vision statique induite par la notion de balance sécurité/liberté et de mieux cerner les processus de construction des référentiels de régime par le discours.
