El proposito de este articulo es discutir el estado actual de las politicas de internacionalizacion en Mexico, en el marco del Tratado de Libre Comercio de America del Norte (TLCAN). Uno de los rasgos caracteristicos de la situacion actual consiste en el hecho de que los cambios habidos a finales de los noventa fueron en su mayor proporcion la consecuencia de intervenciones del gobierno federal, de lo que resultaron compromisos institucionales, a diferencia de lo que ocurria en Canada y, en menor medida, en Estados Unidos. El articulo examina tanto los resultados obtenidos como los efectos perversos del proceso de internacionalizacion en los ultimos anos a escala del sistema de educacion superior. Presenta asimismo una serie de consideraciones relativas a su planeacion institucional y critica algunas de sus consecuencia negativas, por lo general derivadas del hecho de que los incentivos para la reforma de las politicas de internacionalizacion han sido financieros y no han significado compromisos institucionales.
