Abstract
Marquée par la défaite électorale du Parti révolutionnaire institutionnel (PRI) en 2000, la transition du régime politique au Mexique a favorisé la diversification de la géographie politico-électorale. Cette pluralité politique a, entre autres conséquences, mis en évidence de nombreux conflits intergouvernementaux jusqu’alors dissimulés par l’hégémonie du PRI. Dans ce contexte, cet article propose une révision de la procédure de contrôle constitutionnel (controversia constitucional), réformée en 1994, pour dresser un état des lieux de l’intervention croissante de la Cour suprême dans la résolution des conflits entre les unités et les niveaux de gouvernement. Plus concrètement, l’objectif est de repérer les procédures engagées par les municipalités et d’identifier les domaines concernés ainsi que les tendances dans les résolutions concernant les compétences des municipalités. Cette révision permettra d’identifier les domaines d’intervention des municipalités et les moyens d’action (lois, règlements, décrets, budgets) pour lesquels les relations intergouvernementales sont plus ou moins controversées.
