Résumé De récents développements institutionnels ont permis d'atténuer les tensions croissantes sur les ressources en eau : appelant à la coopération internationale, ils tendent à substituer au principe de souveraineté territoriale absolue celui de souveraineté territoriale limitée. Le cas des États-Unis montre que la gestion frontalière de l'eau pose des difficultés aux pays du Nord, et illustre l'inégalité des accords avec le Sud. En Afrique de l'Ouest, Asie centrale et dans les régions du Mékong et du Nil, des organismes institutionnels sont également mis en place. Ils constituent un progrès indiscutable vers la gestion concertée à l'échelle des bassins, obligeant les États à coopérer, mais se heurtent à des problèmes liés à l'inadaptation du modèle occidental, aux déséquilibres de puissance et à l'abandon de souveraineté.
