Abstract
La politique extérieure du Japon est souvent interprétée à la lumière de trois paradigmes contradictoires: faiblesse, force et différence. Cela conduit à parler d'« énigme ». La multiplicité des contraintes qui pèsent sur elle et celle des discours tenus à son propos en font effectivement un objet complexe. Mais le constat de quelques faits simples montre que la contradiction « force-faiblesse » procède surtout des insuffisances de la théorie réaliste et de sa manipulation à des fins politiques. Sans nier le puissant tropisme réaliste qui prévaut au Japon, cet article propose d'explorer autrement sa relation au monde. La relation avec les États-Unis, qui en est l'axe, remplit tous les critères du « régime ». L'approche (périlleuse) en termes d'intérêts cognitifs suggère un nouveau paradigme : celui des trois cercles. L'approche historique révèle la continuité du positionnement de l'archipel comme « puissance régionale » et les contraintes qui en découlent. Mieux que l'approche réaliste, leur combinaison pourrait rendre compte de la manière dont Tokyo va gérer la conjoncture née de la fin de la guerre froide et de la crise asiatique.
