Abstract
Soucieuse de s’adapter à un monde sans cesse mouvant, l’administration publique congolaise adopte petit à petit les technologies de l’information et de la communication considérées à juste titre comme un instrument d’amélioration de l’offre des services publics. C’est dans ce contexte, et contre toute attente, que depuis 2008, les résultats des examens d’État, qui sanctionnent la fin des études secondaires, sont publiés et consultés en ligne sur le site Internet du ministère de l’Enseignement primaire, secondaire et professionnel ou même par simple message texte à partir d’un téléphone portable. Si des gains évidents sont à mettre à l’actif de ces technologies, il faut aussi reconnaître qu’elles ont engendré de nouveaux problèmes qui constituent de vrais défis à relever pour l’administration publique, dans un pays où les infrastructures de télécommunication sont encore peu développées.
