Le Conseil de l’Europe a pour principaux objectifs de promouvoir la démocratie, les droits de l’homme et la prééminence du droit ainsi que de rechercher des solutions communes aux grands problèmes de société de l’Europe. L’Organisation s’engage en faveur d’un développement territorial durable conforme à la Recommandation Rec. (2002) 1 du Comité des Ministres aux Etats membres sur les Principes directeurs pour le développement territorial durable du Continent européen (PDDTDCE-CEMAT). Cinq conventions que l’on peut qualifier de « patrimoniales », ont également été adoptées sous les auspices de l’Organisation et doivent être rappelées à l’occasion de toute politique de gestion intégrée des zones côtières : la Convention européenne pour la protection du patrimoine archéologique (Londres, 6 mai 1969) (révisée, La Valette, 16 janvier 1992) ; la Convention relative à la conservation de la vie sauvage et du milieu naturel de l’Europe (Berne, 19 septembre 1979) ; la Convention pour la sauvegarde du patrimoine architectural de l’Europe (Grenade, 3 octobre 1985) ; la Convention européenne du paysage (Florence, 20 octobre 2000) ; et la Convention-cadre du Conseil de l’Europe sur les valeurs du patrimoine culturel pour la société (Faro, 27 octobre 2005).
