Abstract
L’article analyse le degré d’atteinte des objectifs déclarés du programme Québec sans frontières, le programme de solidarité le plus important du ministère des Relations internationales, de la Francophonie et du Commerce extérieur du Québec. L’auteure s’est livrée à une enquête auprès de 15 ex-participants au programme de stages Québec sans frontières ainsi qu’auprès de 5 intervenants professionnels travaillant ou ayant travaillé sur le programme à divers niveaux de sa hiérarchie. Elle en conclut qu’un seul des deux principaux objectifs déclarés est atteint par le programme et que, dans la pratique, ces deux objectifs entrent en contradiction l’un avec l’autre. Elle suggère de repenser le programme en fonction de l’objectif le mieux atteint de façon à ce que l’énergie et les fonds du programme ne s’éparpillent pas inutilement en dehors de cet objectif par ailleurs extrêmement pertinent.
