La resolucion de los problemas educativos establece el escenario para el diseno de las politicas publicas en educacion. Siguiendo el enfoque del ciclo de las politicas, este analisis hace hincapie en la pertinencia del diseno de las politicas publicas en educacion. Se establecieron algunas dimensiones de analisis, tales como los fines y medios, la oportunidad, la eficacia, la congruencia, el consenso y la participacion de las acciones institucionales, que constituyeron herramientas para analizar el diseno de las politicas educativas en Michoacan y Guerrero.
