Les questions posées par la gestion d’une crise majeure sur un territoire urbain, comme celle que pourrait provoquer un séisme ou un tsunami de grande amplitude à Lima, constituent une problématique peu abordée par la géographie. C’est pourquoi l’équipe de recherche PACIVUR de l’IRD, dans le cadre du projet SIRAD, a posé l’hypothèse que la gestion d’une situation de crise sur un territoire consistait, d’un point de vue spatial et territorial, à mettre en relation les lieux affectés par la catastrophe et les lieux qui disposent des ressources permettant de secourir les premiers. À partir de cette hypothèse, la recherche réalisée à Lima a consisté à construire une base de données géoréférencées sur les ressources de gestion de crise, puis à analyser leur vulnérabilité et leur répartition sur le territoire par rapport à la localisation des espaces les plus vulnérables (qui auront donc potentiellement besoin de secours). Cette approche permet d’identifier les lieux critiques lors d’une situation d’urgence et de mettre à jour la vulnérabilité du système de gestion de crise.
