L’éducation est une activité coûteuse qui mobilise une part importante de la richesse produite par les nations. Mettre l’accent sur elle, c’est arbitrer au détriment d’autres usages des ressources sociales. Les sociétés actuelles sont confrontées à ce dilemme de financement : les plus avancées sont souvent conduites à tenir compte du soutien à apporter à une population âgée de plus en plus nombreuse, les plus pauvres doivent porter le poids d’une jeunesse nombreuse à scolariser. Et aujourd’hui, on s’accorde à reconnaître le caractère stratégique de l’éducation pour des sociétés fondées sur la connaissance, alors qu’également, avec les objectifs du « Millénaire », l’éducation de base est reconnue comme un droit essentiel de tout être humain. Face à ces enjeux et ces contradictions, toutes les sociétés ne sont pas dans la même situation et n’adoptent pas les mêmes politiques. Ici on choisit d’universaliser l’enseignement primaire, là on doit faire face à une détérioration criante des conditions d’éducation ; certains pays maintiennent un financement quasi-exclusivement public, d’autres se tournent vers une privatisation croissante des services éducatifs. Dans ces contextes, quels sont les liens entre les ressources mobilisées et l’efficacité pédagogique ? Études de cas : France, Allemagne, Japon, Brésil, Maroc.
