Government policies and programmes in Canada have been slowly evolving from a focus on institutional care to traditional programmes in the community. Now, a new paradigm of services is emerging which emphasizes the concepts of independent living. This study collected extensive information from government officials and consumer groups across Canada regarding the trends in barrier-free housing, accessible transportation and personal supports from 1980 to the present time. The research documents some of the major issues with government initiatives as well as promising innovations. Although many positive changes were made during the Decade of Disabled Persons (1983–1992), many of these initiatives were eroded with major funding cutbacks in the mid- to late 1990s. This paper concludes with ways to change the present service delivery system to ensure that everyone can live independently in the community. Au Canada, les politiques et programmes gouvernementaux ont évolué lentement et mettent actuellement l'accent sur les programmes traditionnels communautaires plutôt que sur la prise en charge en institution. À ce titre, un nouveau modèle de services est en train de naître, insistant sur les concepts de vie autonome. La présente étude a recueilli des informations exhaustives auprès des administrations gouvernementales et groupes de consommateurs concernant les conditions de logement, l'accessibilité des transports et l'aide aux personnes handicapées dans tout le Canada depuis 1980 à nos jours. Cette étude met en évidence certains des problèmes majeurs rencontrés par les initiatives gouvernementales, ainsi que les innovations prometteuses proposées. Malgré l'obtention de nombreux changements positifs pendant la Décennie des personnes handicapées (1983–92), la plupart de ces initiatives se sont érodées en raison des réductions budgétaires instaurées du milieu à la fin des années 1990. La présente publication conclut sur les méthodes permettant de modifier le système actuel de services proposés et assurer une vie autonome pour tout un chacun dans la communauté. Die Regierungspolitik und -programme in Kanada haben sich allmählich von einem Schwerpunkt auf institutioneller Pflege zu traditionellen Programmen der häuslichen Pflege hinentwickelt. Derzeit kommt ein neues Paradigma von Pflegediensten auf, bei denen der Begriff des unabhängigen Lebens im Mittelpunkt steht. In der Studie wurden umfassende Informationen von Regierungsvertretern und Verbrauchergruppen in ganz Kanada zu Trends bei barrierefreiem Wohnen, Verkehrsanbindung und persönlicher Unterstützung von 1980 bis heute erfasst. Die Ergebnisse dokumentieren einige wesentlichen Punkte mit staatlicher Initiative sowie vielversprechende Innovationen. Obwohl im Jahrzehnt der Behinderten (1983–92) viele positive Veränderungen stattgefunden haben, wurden viele dieser Initiativen durch die erheblichen Kostendämpfungsmaßnahmen im Gesundheitswesen Mitte bis Ende der 90er Jahre erodiert. Diese Arbeit schließt mit Wegen zur Veränderung des aktuellen Systems zur Leistungserbringung, um zu gewährleisten, dass jeder in der Gesellschaft unabhängig leben kann. En Canadá, las políticas y programas gubernamentales han ido evolucionando lentamente, ya que, en lugar de centrarse en la asistencia institucional, empiezan a hacerlo en programas tradicionales en la comunidad. En la actualidad está surgiendo un nuevo paradigma de servicios que hace hincapié en los conceptos de vida independiente. En este estudio se recogió información exhaustiva de funcionarios y asociaciones de consumidores de Canadá sobre las tendencias en la eliminación de barreras arquitectónicas en las viviendas, el transporte accesible y los apoyos personales desde 1980 hasta la actualidad. La investigación documenta algunas de las principales cuestiones de las iniciativas gubernamentales, así como innovaciones prometedoras. Aunque en el decenio de las personas con minusvalía (1983–1992) se introdujeron muchos cambios positivos, gran parte de estas iniciativas se vieron afectadas por los enormes recortes presupuestarios que se produjeron entre 1995 y 1999. El documento termina señalando el modo de cambiar el actual sistema de prestación de servicios para garantizar que todo el mundo pueda vivir en la comunidad con independencia.
