Abstract
Cet article a pour objectif d’éclairer les types dominants de la neutralité et leur évolution dans le modèle étatique français relatif à la prise en compte de la diversité religieuse. Il propose de procéder à une modélisation abstraite des types de neutralité décelables dans la gouvernance publique : la neutralité confessionnelle et la neutralité référentielle. La prégnance de ces types de neutralité dans la régulation de la diversité religieuse est illustrée à partir d’une étude des politiques relatives à la question sectaire, d’une part, et du traitement du port de signes/vêtements religieux, d’autre part. Parce que la neutralité est une exigence normative qui s’impose à l’État en limitant les raisons qu’il peut invoquer pour justifier les politiques qu’il adopte, les analyses présentées s’appuient sur des sources primaires qui ont toutes trait à l’action étatique.
