Cet article souligne l’enjeu que représente la présence de la culture et de la langue française en Europe centrale et orientale. Membres de l’Entente francophone depuis 1992, la Bulgarie et la Roumanie ont adopté le français comme « langue de culture », en dehors de toute nécessité géographique ou historique. La première partie de l’article vise à identifier les raisons de l’adhésion bulgare à la francophonie et analyse la situation du français dans l’enseignement et dans la culture de l’État bulgare. La seconde partie étudie la tradition francophile et francophone en Roumanie, en insistant sur la dimension affective de l’attachement roumain à la latinité. Tout l’exposé tente de mettre en évidence l’importance des facteurs d’ordre politique, économique et culturel.
