L'objectif de cette contribution est de tenter d'expliquer les caractéristiques particulières que revêt le « retour du protectionnisme » depuis le milieu des années 1970 et en particulier la contradiction entre le discours des décideurs politiques (résolument libre-échangiste) et leurs actions de protection diffuses et occultes. La thèse défendue dans ce texte est que ce divorce participe d'une stratégie de secret fondée sur l'emploi de moyens de restrictions les plus discrets ou les plus « opaques » possibles. Chaque pays s'efforce ainsi de protéger ses intérêts spécifiques sans que cela apparaisse explicitement, afin de soutirer de ses partenaires les plus grandes concessions (dans le cadre des négociations, hier du GATT et aujourd'hui de Voue), sans avoir lui-même à en faire à un degré équivalent, pour tenter de « déconsolider » des concessions commerciales antérieurement réalisées. En se sens, le protectionnisme inavoué de cette fin de siècle peut être qualifié de « furtif », à l'image des avions de reconnaissance stratégique du même nom : il s'agit d'échapper autant que faire se peut à la détection ou, du moins, à la possibilité d'une évaluation précise de l'impact des mesures prises sur le commerce international.
