Abstract
Ce texte présente la modernisation de l’État lancée en 2003 par le gouvernement libéral de Jean Charest sous le nom de « Réingénierie de l’État ». Un survol trace d’abord la montée historique du managérialisme au Québec afin de dégager les éléments de continuité mais aussi de rupture. La réforme est ensuite décrite : ses justificatifs et les modalités de la démarche, ses instruments, les acteurs impliqués et les mécanismes de suivis. Enfin, la réforme est analysée et commentée à la lumière des enjeux actuels, notamment ceux en lien avec la démarche de retour à l’équilibre budgétaire au sortir de la crise économique.
