En février-mars 2000, la Finlande élisait son 11e Président de la république. La campagne électorale qui précéda l'élection vit les sujets internationaux peu représentés. Toutefois, le débat sur l'éventuelle adhésion de la Finlande à l'Alliance atlantique joua un certain rôle. L'article vise d'abord à présenter les différents candidats et leurs positions sur le sujet de la relation future et souhaitable de la Finlande avec VOTAN. Par la suite, on s'attachera à montrer comment le problème de VOTAN est symbolique de la situation internationale complexe de la Finlande, et exposer les problèmes et les dilemmes de cette politique (relations avec Russie, avec VUE, avec les États-Unis, avec VOTAN), la ligne officielle qui entend s'en occuper, et les commentaires que cette ligne officielle appelle. On prendra à la fin la liberté de proposer des pistes de réflexion sur ce sujet.
