L’absence persistante de suffrage universel direct pour l’intercommunalité française : atout ou handicap ?

Abstract
Depuis de nombreuses années, le problème de l’absence d’élection au suffrage universel direct des délégués des groupements à fiscalité propre (GFP) a été soulevé à maintes reprises. Paradoxalement, alors qu’un large consensus s’est dégagé en faveur d’une élection directe des délégués des GFP, il n’a jamais été réellement envisagé de faire évoluer la situation actuelle. Cet article a pour objectif de comprendre pourquoi. Dans un premier temps sont détaillées les raisons plaidant en faveur de l’instauration du suffrage universel direct pour les GFP. Ces raisons apparaissant pertinentes, nous supposons alors par la suite que les élus, locaux et nationaux, ont forcément intérêt à exercer leur influence en faveur du statu quo, pour d’autres « bonnes raisons ». Parmi celles-ci sont évoquées la volonté de pérenniser les GFP, de conserver vivantes les communes comme lieux privilégiés de démocratie locale, ainsi que la volonté de conservation des mandats municipaux et de contournement de la règle de cumul des mandats.
