Abstract
Depuis leurs débuts, les organisations internationales connaissent un déséquilibre en ce qui a trait à la nationalité des fonctionnaires internationaux. Bien que le principe de répartition géographique, énoncé dès 1920, soit l’un des principes fondateurs de la fonction publique internationale, il n’a jamais réussi à être appliqué strictement. Aujourd’hui encore, les Occidentaux sont surreprésentés au sein des secrétariats internationaux dans des proportions qu’on ne connaît toujours pas précisément. Cet article revient sur les politiques de présence des États occidentaux au sein des organisations internationales qui permettent d’expliquer le maintien de cette domination, laquelle n’est pas seulement numérique. Puisque près d’un fonctionnaire international sur dix est français, le cas de la France est particulièrement étudié, ce pays constituant en outre un modèle pour ses voisins, proches comme lointains.
