Le gigantisme, la diversité de ses aspects physiques et la multiplicité des usages du fleuve Saint-Laurent rendent difficile l'élaboration de toute règle juridique visant à en assurer la protection environnementale. Le caractère fédéral de l'État canadien accentue davantage ces difficultés, surtout à cause du fractionnement des secteurs de compétence. L'auteur examine ici les principaux régimes juridiques, tant fédéraux que québécois, mis en place pour assurer la protection de ce grand fleuve. L'étude s'articule autour de trois aspects principaux. Dans un premier temps, l'auteur se penche sur les régimes à caractère préventif qui reposent sur le processus d'évaluation et d'examen des impacts sur l'environnement des grands projets de développement. Les mécanismes administratifs de contrôle des activités susceptibles de polluer et les mesures de répression font l'objet de la deuxième partie. Enfin, la dernière partie porte sur deux régimes qui s'intéressent à la protection de certaines des ressources du fleuve. Dans chacun des cas, l'auteur étudie de façon distincte les régimes fédéraux et ceux du Québec.
