Abstract
L'article dégage les lignes de force de l'intervention étatique chez les Cris et les Inuit du Québec depuis la convention de la Baie James, de 1975 jusqu'à 1990, à partir des chiffres —parfois lacunaires— publiés sur les dépenses des gouvernements fédéral et provincial, par organisme et par mission (infrastructures, éducation, santé, main-d’œuvre, développement économique). L'administration fédérale a retraité, au profit de la province et des instances régionales, ce qui a nourri, chez les Cris surtout, une intégration inédite à la société québécoise et, réciproquement, la montée d'une conscience politique «nationale». La Convention a éperonné un rattrapage majeur dans le logement, les équipements municipaux, les transports, mais les autres domaines ont essentiellement répondu à des poussées démographiques, de sorte qu'au bout du compte, les dépenses gouvernementales au Nouveau-Québec «conventionné», versements d'indemnisation inclus, se comparent à celles des Territoires du Nord-Ouest canadiens.
