L’ancrage local des référentiels normatifs globaux : une approche en terme de réseaux

Abstract
La norme ISO 14001 est actuellement le référentiel de système de management environnemental le plus répandu au monde. Dans la mesure où ce référentiel a été élaboré à et pour l’échelle internationale, se pose la question des modalités de son ancrage dans des situations et contextes d’action locaux.Cet article met en évidence le rôle de l’expertise dans l’ancrage de la norme ISO 14001, en s’appuyant sur le répertoire conceptuel et méthodologique de la sociologie de la traduction. Après avoir décrit les activités qui concourent à la certification de conformité à la norme ISO 14001 et les catégories d’acteurs qui les réalisent, nous analyserons plus particulièrement le triple rôle de l’expertise en management environnemental dans la dynamique de l’ancrage local de cette norme : traduction, maillage et capitalisation de l’expérience.
