Abstract
La question constitutionnelle est une question d'actualité fort complexe; elle constitue une dimension fondamentale de l'histoire de notre pays. Cette question paraît toujours importante depuis le gâchis constitutionnel de 1981-1982. Le refus des gouvernements péquiste et libéral de participer à cette entente est une bombe à retardement. C'est notre devoir comme historiens d'expliquer ce sujet difficile à nos étudiants et, si nous le pouvons, à un plus large public. Parmi les diverses positions des provinces, celle du Québec est distinctive par sa continuité historique. Sauf sur la question du veto, l'accord du Lac Meech tentera de satisfaire aux demandes du Québec. Ceci donne satisfaction au gouvernement de la province en reconnaissant le Québec comme société distincte à l'intérieur du Canada et en stipulant que la Constitution doit être interprétée en tenant compte de ce caractère distinct du Québec. C'est vraiment le minimum que peut accepter le Québec. L'accord du Lac Meech et celui du 3 juin, en permettant de réintégrer le Québec dans la vie constitutionnelle du pays, constitue une étape majeure, voire un moment historique, dans l'évolution du fédéralisme canadien.
