Abstract La récurrence de la violence en Haïti depuis février 1986 génère de fortes demandes pour la réforme des organes de sécurité et de justice, dans le cadre plus large du processus de construction démocratique. Suite aux interventions internationales en 1994 et en 2004, le contexte politique est relativement favorable à la réforme de la police. D'importantes transformations sont mises en œuvre, mais certains facteurs entravent ces réformes. Parmi ces obstacles, nous retrouvons une culture institutionnelle qui résiste à certains changements, la faible articulation police-justice, un appui inadéquat de la part des intervenants internationaux ainsi qu'une situation économique profondément contraignante. À tout cela, s'ajoutent l'impact désastreux du séisme en janvier 2010 et les pertes au niveau des ressources humaines, des infrastructures, des armes et munitions, et de la capacité déjà faible de la police. Résumé The recurrence of violence in Haiti since February 1986 has generated strong demands for reforms to the security and justice system, in the broader context and process of democratic construction. Following international interventions in 1994 and 2004, the political context was relatively favourable to such reforms. Important transformations have been implemented, but certain factors have hampered change. Such challenges include an institutional culture that resists certain changes, weak links between the police and justice, inadequate support from international actors, and a deeply constraining economic context. The earthquake in January 2010 and the loss of human resources, infrastructure, arms and munitions also greatly undermined the capacity of the police.
