Abstract
Il y a dix ans qu'une politique officielle d'éducation des adultes est née au Québec, suscitant de nombreux travaux qui auront eu une certaine influence sur la société québécoise. Le bilan proposé ici n'a rien d'exhaustif : à partir d'un inventaire incomplet, il est délibérément sélectif. Les critères de choix et de lecture des textes sont subjectifs et je ne tenterai pas de les justifier, tout au plus de les expliciter sommairement : j'ai cherché et retenu les travaux qui me paraissaient avoir, soit une portée politique réelle, soit un aspect sociographique suffisamment général ; j'ai résumé intégralement certains rapports de recherche difficilement accessibles — ne serait-ce que par leur volume ou leur style technique — passant plus rapidement sur les travaux publiés ; enfin, ma première et principale source d'information est la Direction générale de l'éducation permanente (DGEP) du Ministère de l'éducation, dont les travaux occupent ici une place prépondérante. Je ne suis pas en mesure de présenter un bilan satisfaisant des activités de l'Institut canadien d'éducation des adultes (I.C.E.A.) : l'histoire de cette importante association exigerait un travail d'envergure et l'œil d'un spécialiste. Étant donné l'ampleur de la question, j'ai d'ailleurs renoncé à aborder l'éducation de type informel : animation, culture populaire, média — secteurs qui demanderaient un relevé distinct. Ce texte porte en fait sur l'éducation officiellement offerte aux adultes.
