Abstract
Jusque dans les années 1980, la question linguistique était définie comme un problème intérieur. Nous nous trouvons aujourd’hui dans une situation où s’opère une rupture de l’espace culturel des États-nations qui déplace les rapports entre les langues et change les pratiques et les identités des individus et des groupes. La question linguistique doit être pensée non plus comme un strict problème intérieur, mais dans un contexte marqué par les processus de mondialisation et le passage à une société du savoir et de la créativité. Nous examinons ici les implications d’une telle perspective. Partant des transformations de la société québécoise sur le plan de l’utilisation de la langue de travail, ainsi que des exigences de fonctionnement linguistique à l’échelle nationale et internationale, nous montrerons qu’il faut aujourd’hui penser chaque territoire comme un entrelacement d’espaces communicationnels linguistiquement différenciés. Les arrangements institutionnels linguistiques dans les pays francophones doivent aujourd’hui prendre en compte ces nouvelles réalités.
