Pourquoi assiste-t-on à une crise de la participation ? Pourquoi le taux d'abstention aux élections augmente-t-il à chaque échéance électorale dans les démocraties contemporaines? Les explications avancées varient, mais le livre d'Henry Milner en suggère une nouvelle, à savoir le faible degré de connaissance civique des citoyens. L'auteur compare quinze pays industrialisés allant de l'Amérique du Nord à l'Europe occidentale en passant par l'Australie et la Nouvelle Zélande.
