Abstract
L’objectif de ce texte est de montrer que des cas réels de réformes éthiques municipales peuvent être documentés, analysés et comparés sous l’angle de la concurrence des normativités éthique, déontologique et politique. Notre hypothèse est que toute réforme, pour aboutir, doit marginaliser l’une des trois normativités, créant ainsi un déficit régulateur qui entraînera des problèmes. La première partie décrit les normativités en cause ainsi que la manière dont elles interagissent durant le processus de réforme. La deuxième résume notre hypothèse et la méthode de validation que nous avons utilisée. La troisième décrit le phénomène de la marginalisation normative dans les six cas de réformes étudiés. Partout, une catégorie de dispositifs normatifs a effectivement été marginalisée. Pour autant, nous n’avons pas trouvé trois types symétriques de réformes ; la marginalisation du déontologique ne se traduit pas, localement, par une meilleure institutionnalisation de la normativité éthique.
