Abstract
Après le paradigme de la bipolarité et de l’étatisme, la coopération au développement est entrée dans une nouvelle ère depuis la fin de la guerre froide et l’échec des programmes d’ajustements structurels au Sud. Le modèle qui en résulte est celui de la multipolarité et de la « marchéisation » (le NPCD). En conséquence, cet article présente les grandes évolutions de la politique d’aide au développement, les résultats du nouveau paradigme en vigueur et les enjeux qui en résultent pour le développement des pays partenaires. L’auteur arrive à la conclusion que le NPCD gagnerait à restituer toute leur épaisseur historique aux pays partenaires.
