Abstract
Sur la base d’un retour sur l’évolution historique du dispositif de sanctions prévu par le régime canadien d’assurance-chômage, et surtout d’une mise en relief des difficultés d’interprétation et d’application qu’il soulève dans son état actuel, cette étude s’efforce de dégager les différentes logiques auxquelles cet ensemble de règles vise apparemment à répondre. Elle conclut à la nécessité de revoir ce dispositif pour rééquilibrer le rapport entre ces logiques, et propose quelques réflexions sur le développement du droit administratif répressif dans la législation fédérale.
