Les études consacrées aux transformations qu’ont connu les politiques de défense depuis une trentaine d’années dans les démocraties occidentales ont mis l’accent sur l’impact des facteurs technologiques ou stratégiques. Sans nier l’importance de ces facteurs, le propos de cet article est de souligner que ces évolutions découlent aussi de changements politiques et sociaux qui ont pesé sur la définition des enjeux de la politique de défense. Dans la plupart des pays développés les différentes composantes de ces politiques ont fait l’objet d’un double processus de libéralisation, économique et politico-culturelle, qui ont profondément modifié les significations qui leur sont attribuées. Les variétés du militarisme libéral qui en résultent contribuent à nuancer l’idée d’une convergence de ces politiques autour d’un modèle d’action publique unique.
