Même à la fin du XIX e siècle, la société de l’Est canadien était relativement rurale. Il n’y avait pas de grandes villes, les densités de la population campagnarde étaient basses, et beaucoup de Canadiens ont émigré entre l’union politique de 1867 et le milieu des années 1890. Il n’est donc pas surprenant que la plupart des établissements manufacturiers aient été de petite taille. L’énergie de la vapeur n’était pas très utilisée. Le bois demeurait le principal matériau de l’industrie. La politique protectionniste du gouvernement a probablement autant retardé le développement industriel qu’elle ne l’a favorisé. L’industrie manufacturière survivait et même se développait dans un environnement compétitif en adaptant de façon sélective les technologies de la révolution industrielle et en opérant avec un ratio capital/travail plus bas qu’aux États-Unis. Les établissements industriels demeuraient, dans une large mesure, insérés dans les activités de familles qui continuaient à pratiquer l’agriculture, la pêche ou l’exploitation des forêts. La flexibilité dont elles faisaient preuve leur permettait de répondre au mieux aux défis extérieurs qui leur étaient posés. Il y a eu quelques variations régionales au cours des années 1870 et 1880 mais la plupart des industries ont été capables de faire croître la taille des établissements et d’améliorer la productivité. L’expansion impressionnante du secteur manufacturier, alors que se posaient à lui d’importants défis, reflète le développement réussi d’une voie canadienne vers l’industrialisation.
