Abstract
La naissance au Québec en 1987 d'un réseau de «Villes et villages en santé» (V.V.S.) est d'abord placée dans le contexte du mouvement international «Healthy Cities» lancé, un an plus tôt, par l'Organisation mondiale de la santé comme l'un de ses récents projets de promotion de la santé. Une entrevue avec les dirigeants des premières villes québécoises à s'engager dans cette voie permet de situer les acteurs et de dégager les enjeux et les stratégies qui expliquent leur participation à V.V.S. Un modèle théorique de la genèse de l'implication d'une municipalité québécoise est ensuite proposé et commenté au point de vue de son utilité pour comprendre le rayonnement de Healthy Cities au Québec et dans le monde.
