En France, la mise en place des plans de développement des services à la personne et les récentes lois de décentralisation ont conduit à un double mouvement : l’introduction d’une concurrence dans un secteur jusque-là caractérisé par des monopoles territoriaux, et la départementalisation des activités qui rendent les conseils généraux incontournables. La pérennité des associations les plus fragiles est aujourd’hui en question dans ce contexte concurrentiel, et l’enjeu réside dans la structuration d’un véritable pouvoir de négociation visant à rééquilibrer les rapports de force. Cet article met en évidence le fait que les associations tendent à développer des comportements organisationnels innovants pour construire leur pouvoir de négociation. On observe ainsi l’émergence de stratégies de réseaux fondées selon les cas sur des alliances formelles ou informelles, ainsi que des stratégies de croissance externe s’appuyant sur un subtil maillage du territoire.
