Les recherches de Jean-Paul Brodeur sur le terrorisme ont porté sur deux aspects de la question, également importants et indissociables. Le premier est celui du fonctionnement, des objectifs et des méthodes des groupes qu’on nomme « terroristes », tout en considérant les résultats réels obtenus. Le second est celui de la régulation, de l’organisation, du financement et des conséquences des stratégies, organismes et programmes mis sur pied ou modifiés afin de leur faire face. Plus d’une décennie après le 11 septembre 2001, il semble bien que les plus graves dangers auxquels font face les Canadiens, comme la plupart des Occidentaux, proviennent du second aspect.
